Zelensky Asserts He Lacks Explicit Security Pledge from European Partners

President Zelensky has stated that European allies have failed to provide concrete pledges that they will protect his country in the case of a future Russian attack.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

His comments come a day after Britain and France signed a declaration of intent on deploying troops in Ukraine if a peace deal to end the war with Russia is agreed.

However, comprehensive defense assurances have yet to be solidified. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.

Partner nations suggested that the US would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in February 2022, and Moscow now occupies about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "an essential component of our dedication to support Ukraine for the long-term".

He added: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the years to come."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"But as long as we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this question remains unresolved. And should they materialize, you still have to rely first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the allies "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a settlement was "90% ready".

Questions of land and security guarantees have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukraine's military must withdraw from the entirety of the Donbas region or Moscow will take control, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Moscow currently controls about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions form the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
